Why is %2F left unchanged in whole-URL decoding?
The slash is a reserved URL separator. Whole-URL decoding preserves its encoded form to avoid changing the URL structure. Component decoding turns %2F into a literal slash.
Should I paste an entire query string into form mode?
No. Form mode handles one field value. It encodes separators such as & and = as data. Encode each field name and value before assembling a query string.
